Water rescues continued Thursday in New Jersey, with first responders pulling people from submerged cars and rescuing families marooned in their homes by historic floods caused by the remnants of Tropical Storm Ida. Up to nine inches of rain fell in some towns Wednesday night, catching people — including officials — by surprise.
