Satan has no authority, he may have power as in dunamis according to Luke 10:19 but authority? He's none.
It's with this dunamis that he oppresses and afflicts nations and individuals.
Also the earth is exclusively man's. Any entity that has no flesh and blood and is not man has no jurisdiction to operate on earth
Psalms 115:16
But devils have had a great run on earth because they know who to steal this authority from men by turning them into witches, sorcerers, warlocks and wizards.
Satan is a thief and any authority he appears to have is stolen from clueless humans or those that enter covenants with him.
